The meeting between the IECEE Secretary and the Chinese Authorities, represented by the China State Bureau of Quality and Technical Supervision (CSBTS) and the State Administration for Entry-Exit Inspection and Quarantine (CIQ SA), was held in the CIQ SA premises in Beijing on 19 and 20 February 2001. This meeting with the CSBTS and CIQ SA followed preliminary meetings with the IECEE Member Body - the Chinese National Committee of the IEC (CSBTS), the IECEE NCB (CCEE) and the IECEE Candidate NCB – CQC, at their respective Headquarters.
The IECEE Basic Rules and Rules of Procedure were referred to in the preliminary discussions in which the duties and rights of the IECEE Members were recalled.
The IECEE Secretary stated that the IECEE Members look forward with high expectations to full cooperation with the Chinese IECEE Operators (Member Body, NCB and CBTLs) and to seeing China play a key role within the CB Scheme operation.
The Secretary added that in light of feedback received from Industry and IECEE Members, it is important that the right mechanisms be found to properly recognise the CB Test Certificates within a satisfactory delivery time in keeping with demands of the market place. An appropriate procedure will result in Issue of CB Test Certificates increasing to meet the enormous potential market.
The Secretary concluded that CCEE and the future NCB (CQC) should carefully consider recognition of Factory Inspection Reports performed by the IECEE Members together with the CB Test Certificates and relevant Test Reports.
Mrs. Wang Fengqing and Mr. Pu Changcheng, Chinese Chief Delegates, agreed that the Chinese NCBs should consider their Certification procedures in line with the market needs and underlined that the recognition of Factory Inspection Reports should be viewed on the basis of a reciprocal (bilateral) agreement with the Bodies issuing CB Test Certificates used to market the products in China.
Mrs. Wang Fengqing also informed that in the field of the WTO negotiations, the Chinese Government has decided to implement a regulatory certification Mark for the products which will be marketed in China, including the products falling under the electrotechnical sector: the GB Mark.
For the Electrotechnical sector the following Bodies will be entitled to issue the GB Mark:

The overall operation of the Bodies entitled to issue the GB Mark is under the supervision of CSBTS and CIQ SA, the Bodies responsible for delivering the necessary Accreditation to CCEE and CQC.
Its implementation is foreseen for the day China will join the WTO.

It is foreseen that together with the GB Mark, the products will bear the acronym of the Body which has granted the certification.

Mrs. Wang Fengqing and Mr. Pu Changcheng stated that CSBTS and CIQ SA had decided to further follow up the CQC application for IECEE Membership as NCB, together with some CBTLs, and asked if the IECEE could consider the application of the existing recognized CBTLs (under the CCEE responsibility) to operate under the same scope for both CCEE and CQC.

The IECEE Secretary explained that in light of the existing current decision" 1G102, CBTLs are not allowed to operate for different NCBs for the same product category(ies) and gave a picture of the different combinations which are currently acceptable (and Not acceptable) within the IECEE, indicating that CSBTS might chooseto distribute the 11 recognized CBTLs between CQC and CCEE as per the example below only:

Mrs. Wang Fengqing recognised that serious problems might arise if-the IECEE-CMC current decision is strictly observed, since the existing CBTLs are already operating at national level (not in the CB Scheme) for both CCEE and CQC.
She added that although she could understand that the IECEE current decision makes sense when NCBs are located outside the country where the CBTLs are located, it would be fair to reconsider this decision when it concerns NCBs within the same country and within the same Organisation.
Mr. Pu Changcheng agreed that Chinese National Committee of the IEC would write an official letter to the IECEE Secretary requesting that he bring this matter to the IECEE-CMC for reconsideration, adding that China would support the amendment of the existing current decision.
In the meantime, bearing in mind the special situation in China, the Chinese IECEE Member Body will proceed with the CQC application together with of 10 CBTLs among those already recognised within the CB Scheme (presently operating within CCEE responsibility) and a new candidate CBTL located in Shanghai.
The IECEE Secretary expressed great appreciation to Mrs. Wang Fengging, Mr.Pu Changcheng and the overall attendees for the positive discussions with CSBTS, CIQ SA and their partners.
He added that the IECEE Members would very much welcome the new resolution of a single mark and that its effective implementation would certainly generate a growing business in the Conformity Assessment area, thus helping the domestic industry, international trade and the operation of the CB Scheme.
He concluded in reiterating the leading role the Chinese Bodies could play in the IECEE Schemes and wished them every success in also joining the WTO.
Mrs. Wang Fengqing and Mr. Pu Changcheng thanked the IECEE Secretary and the IECEE Community for their understanding and continued support. They concluded in stating that in the field of Conformity Assessment activities, the Chinese Government goes arm-in-arm with the IECEE policies and that they were confident that a balanced solution could be found for all parties.
